All proceedings of the Authority and the Executive Committee shall be authenticated by the signature of the Chairperson of the Authority or the Executive Committee, as the case may be, or of any member thereof authorized by the Chairperson of Authority or Executive Committee in this behalf, and all other orders and instruments of the Authority or the Executive Committee shall be authenticated by the Member-Secretary of the Authority or the Executive Committee.
