(1) Non-recurring grant shall be made on such capital expenditure as is made on buildings whose plans and specification are approved by the Director and are erected in accordance with the estimates approved by him. (2) The non-recurring grant shall bear such proportion to the actual expenditure as is fixed by the Government from time to time, subject to maximum amount determined by the Government in relation to the approved estimate.
