Power to make rulee.—(1) No Court inferior to that of a Judicial Magistrate of the first class shall try any offence punishable under Section 31. NO prosecution for such offence shall be instituted except by an Inspector with the previous sanction of the Welfare Commissioner. No Court shall take congnizance of such offence unless complaint thereof is made within six months of the date on which the offence is alleged to have been committed.
