Finality of Welfare Commissioner's decision.— Subject to the provisions of clause (c) of rule 21 the decision of the Welfare Commissioner as to the 91 eligibility or otherwise of a candidate of selection shall be final and no candidate to whom a certificate of admission has not been issued by the Welfare commissioner shall be allowed to appear at the examination or be interviewed. Disqualification.-Any attempt on the part of a candidate to obtain support for his candidature by any means may be held by the Welfare ComMissioner to disqualify him for selection. Competitive Exam4nation.-(1) A competitive .examination for recruitment to the service shall be held at such intervals as the Welfare Commissioner may, in consultation with the Board, from time to time determine.
