(I) Whenever the Highway Authority or any officer authorized under section 34 has under the provisions of section 34 removed any encroachment or carried out any protective work in respect of any encroachment the expenditure involved shall be recovered from the person responsible tor the encroachment in the manner hereinafter provided. been alleged is his property, he shall within the time limit prescribed in the notice for the removal of the encroachment file an appeal before the Collector under intimation to the Highway Authority. The Collector shall after due enquiry record his decision iri writing and cornmunicare the same to the appellant and the Highway Authority.
