Troughs and pipes for water.-- (1) The Council may, by written notice, require the owner of any building in any street to put up and keep in good condition proper troughs and pipes for receiving and carrying water from the roof and other parts of such buildings, and for discharging the same, in such manner as they think fit, in order that such water shall not fall upon the persons passing along the street.
