The Power of Commissioner

The Power of Commissioner.- The Commissioner shall be the Principal executive officer of the Corporation and all other officers and servants of the Corporation except in case of Municipal Corporation the servants and officers of the Corporation office shall be subordinate to him. He shall have the right to speak at, and otherwise take part in any meeting of the Corporation or any committee thereof, but shall not be entitled to vote or to move any proposition.
