Appointment and removal of Commissioner.- (1) The Commissioner for the Corporation shall be appointed by the Government for a renewable period not exceeding five years. (2) It shall be forthwith removed from office if at a meeting of the Corporation not less than three-fourths of the total number of elected councilors vote in favour of a proposition in this behalf; and he may be removed by the Government at any time if it appears to the Government that he is incapable of performing the duties of his office or has been guilty of any mis-conduct or neglect which renders his removal expedient: Provided that when the Commissioner holds a lien on any post under the Government, he may recalled at any time by the Government.
