General power of Commissioner to pay compensation.- In any case not otherwise expressly provided for in this Act, or in any rule or bylaw made there under, the Commissioner may, with the previous approval of the Mayor-in-Council, pay compensation to any person who sustain damage by reason of the exercise of any of the powers vested by this Act or by any such rule or byelaw in the Commissioner, or in any municipal officer or servant.
