Improvement expenses how recoverable and by whom payable.- Improvement expenses declared as such under section 378 shall be a charge on the premises in respect of which or for the benefit of which, they have been incurred, and shall be recoverable in installments of such amount, not being less than twelve rupees per annum for each separate property, and at such intervals as will suffice to discharge such expenses, together with interest there on at as rate not exceeding six per centum per annum , within such period, not exceeding thirty years, as the Municipality may in each case determine. (2) The said installments shall be payable by the owner of the premises on which the expenses are still payable or by the occupier to the extent of the rent which has or may become due from him. (3) If any installments is not paid on or before the date on which it falls due, the Commissioner may recover interest on the sum due at such rate not exceeding nine per centum per annum as he may deem fit.
