Power to declare certain expenses to be improvement expenses.- If any cost or expenses removable under this Act have been incurred by the Commissioner under any provision of this Act or any rule or byelaw made there under in respect of, or for the benefit of, any land or building the Commissioner may with the approval of the Corporation declare such costs or expenses to be improvement expenses.
