Provision of new places for disposal of the dead.- If the existing places for the disposal of the dead appear to the Corporation at any time to be insufficient, it shall provide further proper and convenient places for the purpose: provided that except with the written permission of the Government, no place shall be so provided- (a) if it has never previously been lawfully used for the purposes; or (b) if having been formerly so used it is no longer so used;
