Prohibition of Corruption of water by steeping therein animal or other matter, -- No Person shall -- (a) steep in any bank, reservoir, stream, well, through or ditch any animal, vegetable or mineral matter likely to render the water thereof offensive or dangerous to health; (b) while suffering from any contagious infectious or loathsome disease, bath in or near any lake, tank. reservoir, fountain, cistern, duct, standpipe, stream, well or through, or any part of a river within the limits of the Corporation or within five miles upstream from the Corporation boundary.
