Construction of places for public bathing, etc.- The Commissioner may from time to time- (a) set apart suitable places for use by the public for bathing or for washing animals, or for washing or drying clothes or other material; (b) specify the times at which and the sex of persons by whom such places may be used; (c) prohibit, by public notice, the use by the public, for any of the said purposes, of any place not so set apart; and (d) charge fees for then use of such place any specified class or classes of persons or by the public generally.
