(1) The Committee shall, within three months from taking charge of its Budget. office, and thereafter atleast one month before the commencement of each financial year prepare or cause to be prepared a budget for the succeeding year and shall consider and pass the same .at a meeting before the commencement of the year. A copy of the budget so passed shall be sent to the -Commissioner for approval, who may approve it with such modifications as he considers necessary. I A copy of the approved budget shall be sent by the 'Administrator to the. State Government.
