Conciliation proceeding—It shall be the duty of the Conciliator to endeavor to bring about the settlement of the industrial dispute and for this purpose the Conciliator shall enquire into the dispute and all matters affecting merits thereof and may do all such things as he thinks fit for the purpose of persuading the parties to come to a fair and amicable settlement of the dispute and may, subject to the provisions of section 45, adjourn the conciliation proceeding form any period sufficient in his opinion to allow the parties to arrive at a settlement [or for any other reason.]
