Commencement of conciliation proceedings—On receipt of the statement of the case under section 39, the Conciliator shall, except in a case in which by reason of the provisions of section 47 a conciliation proceeding cannot be commenced, within a week enter the industrial dispute in the register kept for the purpose and thereupon the conciliation proceeding shall be deemed to have commenced from the date of such entry in the register; which date shall communicated by him to the parties concerned.
