Communication of orders/decisions:- The Housing Commissioner, being the Chief Executive Officer and administrative head of the Board, shall have the power to communicate decisions and to issue orders on all matters on behalf of the Chairman and the Board, as the case may be, either himself or through his senior subordinates as he may consider appropriate.
