Power to recall licences

Power to recall licences.––The 3[Commissioner] may cancel or suspend any licence or permit granted under this Act–– (a) if any fee or duty payable by the holder thereof be not duly paid ; or (b) in the event of any breach by the holder of such licence or permit, or by his servants, or by any one acting with his express or implied permission on his behalf, of any of the terms or conditions of such licence or permit ; or (c) if the holder thereof is convicted of any offence against this Act or any other law for the time being in force relating to the Excise revenue, or of any cognizable or non-bailable offence ; or (d) where a licence or permit has been granted on the application of the holder
