Definitions.- In this Act, unless the context otherwise requires, (a) “Academic Council” means the academic council of the University; (b) “Authority” means any authority of the University specified in section 20; (c) “Animal or livestock" means all domesticated animals and wild animals, birds, reptiles and all other animal life forms, except the human beings; (d) “Animal Sciences” means the study of all aspects of farm animals, companion animals and wild animals, their biology and welfare with a view to augment animal production. Dairy Science and Technology or to help disease diagnosis; (e) “Board of Management” means the board of management of the University; (f) “Board of Studies” means the board of studies of the University; (g) “Chancellor” means the Chancellor of the University; (h) “College” means an institution imparting education in Veterinary and Animal Sciences, Dairy Science and Technology, owned and managed by the University or other institutions affiliated to the University situated in the State of Kerala; (i)“Constituent College” means a college owned and managed by the University; (j) “Dean” means chief academic and administrative head of a college; (k) “Government” means the Government of Kerala; (l) “Hostel” means a unit of residence for students of the University maintained or recognized hy the University in accordance with the provisions of this Act; (m) “Management Council” means the management council of the University; (n) “Prescribed” means prescribed by the Statutes, Ordinances or regulations made by or under this Act; (o) “Pro-Chancellor” means Pro-Chancellor of the University; (p) “Scheduled castes” means such castes, races or tribes or parts of or groups within castes, races or tribes as arc deemed to be scheduled castes in relation to the Slate of Kerala under article 341 of the Constitution of India; (q) “Scheduled tribes” means such tribes or tribal communities or parts of or groups within such tribes or tribal communities as are deemed to be scheduled tribes in relation to the State of Kerala under article 342 of the Constitution of India; (r) “Specified date" means the date specified by notification by Government for the purposes of this Act; (s) “State” means State of Kerala; (t) “Statutes”, “Ordinances” and “Regulations” mean respectively the Statutes, Ordinances and Regulations of the University; (u) “University” means the Kerala Veterinary and Animal Sciences University established under section 3 of this Act; (v) “University Grants Commission” means the Commission established under section 4 of the University Grants Commission Act, 1956 (Central Act 3 of 1956). (vi) “Vice-Chancellor” means the Vice-Chancellor of the University. CHAPTER II THE UNIVERSITY The University. (1) With effect on and from the date of commencement of this Act, there shall be established a University by name “the Kerala Veterinary and Animal Sciences University” which shall be a body corporate having perpetual succession and a common seal with power, subject to the provisions of this Act, to acquire, hold and dispose of property, both movable and immovable, and to contract and shall by the said name sue and be sued. (2) The Chancellor, the Pro-Chancellor, the Vice-Chancellor, and the members of the Management Council, Board of Management, Academic Council, other authorities and officers and staff shall constitute the University. (3) Notwithstanding anything contained in any other law for the time being in force, the territorial jurisdiction of the University shall extend to the whole of the State of Kerala: Provided that, this shall not prevent the University from operating distance learning courses across the country or abroad and admitting students or recruiting teachers who are not domiciled in the State. (4) The headquarters of the University shall be at Pookode in Wayanad district. (5) In all suits and other legal proceedings by or against the University, the pleadings shall be signed and verified by the Registrar and all the processes in such suits and proceedings shall be issued to and served on the Registrar.
