(1) Before publishing a notification under sub-section (2) of section l, or sub-section (1) of section 142, in respect of any area, the Government shall publish a draft of the same in the Gazette. (2) Any rate-payer or inhabitant of such area may. If he objects to the draft, submit his objection in writing to the Government within six weeks from its publication, and the Government shall take such objection into consideration.
