(1) Whoever makes, prints or otherwise produces, sells, distributes, publishes or publicly exhibits or keeps for sale, distribution, or publication, any unauthorised news-sheets or newspaper, shall be punishable with imprisonment for a term which may extend to six months, or with fine, or with both.
