Section 34

Incitement to violence etc-

(1) Whoever by words spoken or written or by signs or visible representations or otherwise directly or indirectly instigates or incites any person to use criminal force or violence or to commit mischief against the person or property of any individual or individuals or any section of the public either immediately or on the occurrence or the likelihood of the occurrence of a contingency, shall be punishable with imprisonment of either description for a term which may extend to three years, or with fine, or with both. (2) No prosecution shall be instituted against any person for an offence punishable under this section, except with the previous sanction of the Government.
