No action for damages shall lie against any officer or against any person acting under or in pursuance of the authority conferred by Part II of this Act or any act bona fide done or ordered to be done under Part II of this Act: Provided that this section shall not bar the institution by any person of any suit for the establishment or declaration of any right affected by any act or order passed under Part II of this Act.
