Meetings of the General Council.—(1) The General Council shall meet at least once in four months on the dates to be fixed by the Vice Chancellor and the annual report and accounts of the preceding year shall be placed in the first meeting in a financial year and the budget for the coming year shall be placed for approval in the last meeting in financial year. (2) One third of the total members shall be the quorum of the meeting of the General Council: Provided that such quorum shall not be required for convocation or a meeting convened to confer degrees, titles or other distinctions. (3) The Vice-Chancellor may, at any time he thinks fit, convene a special 13 meeting of the 1[General Council], for a specific purpose. Upon a requisition signed by at least ten members of the General Council convene a special meeting of the General Council for a specific purpose and no subject other than the purpose for which the special meeting has been convened shall be considered in the meeting. (4) In the absence of the Chancellor and the Pro-Chancellor, the Vice- Chancellor shall chair the meetings of the General Council.
