Powers and functions of the Executive Committee

(1) In addition to and without derogation of the powers conferred on the Executive Committee under the Ordinance, the Executive Committee shall have the following powers and functions, namely:- (a) laying down general policies regarding welfare of the lottery agents and sellers; (b) the submission of annual budget of the Fund to Government for approval; (c) the submission of annual report to Government on the working of the Fund/Scheme; (d) appointing of Auditors to audit the accounts of the Fund; (e) to issue necessary directions and guidelines to the Chief Executive Officer for implementation of the various schemes and programmes formulated under the Fund; (f) the proper maintenance of account and speedy settlement of claims; (g) the sanction of welfare schemes and timely recovery of dues; (h) to hear appeals against the orders/decisions of the Chief Executive Officer; and (i) to formulate new welfare schemes for the welfare of the members of the Fund, with the approval of the Government. (2) The Executive Committee shall render necessary advice to Government on the general welfare of the Lottery Agents and Sellers in the State and shall furnish information on such matters as the Government may refer to it from time to time. (3) The Executive Committee may, from time to time subject to such conditions as it may deem fit, delegate its administrative and financial powers to any officer under its control or supervision to the extent considered necessary by it for the administration of the scheme or schemes.
