The State Welfare Officer of Lottery shall be responsible for all the financial and accounting matters of the Welfare Fund subject to supervision and control of the Chief Executive Officer. He shall pre-audit all the expenditure of the Welfare Fund and shall report at once to the Chief Executive Officer any irregularity that may come to his notice.
