Penalty.—Whoever wilfully acts in contravention of the provisions of sub-section (6) of section 3 or section 17 shall, without prejudice to any other penalty or liability he may incur, be liable on conviction before a Magistrate of the first class to a fine not exceeding two hundred and fifty rupees.
