Persons acting under this Act to be deemed public servants.—The Chairman and the members of the Board and every person who acts on behalf of the Government under this Act, including every person who conducts an inquiry under this Act, shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code.
