Notwithstanding anything contained in any law or contract or in any judgment, decree or order of court, with effect on and from the appointed day,- (a) every landholder shall, subject to the provisions of section 9, have full proprietorship in the land comprised in his holding, and such right shall be heritable and alienable; (b) except as provided in section 10, no landholder shall be liable to pay rent to the Sreepadam Palace.
