Power to make rules -(1) The Government may, by noti- fication m lt'he Gazette, make rules for carrying out the purposes of this • Act. · •. (2) In particuUar, and without prejudice •to the generality of the foregomg power, such rules may provide for- • ~a) the form m which pel1t'!Ons may be made under section 8; (b) the conditiOns of service of the CommiSsiOners; (c) ~he powers of civil court whtch may be vested in the Com- mission; (d) ·the deposit, forfeiture, refund or disposal of sums refer.red to m section 8; (e) any other matter which has to be, or may be, prescnbed under this Aot. {3) Every rule made undet this Act shall be laid as soon as may be after it IS made before the Legislative Assembly while 1t IS sessiOn for a total penod of fourteen days which may be compnsed m one session or in 'two successive ses~wns, and If, before the expiry of ~h~ sessiOn m wh1ch it is so laid or the sessiOn Immediaotely followmg, the Legislative Assembly makes any modificatiOn m the mie or decides that tthe rule should not be made, the rule shall thereaf.ter have effect only m such modified form or be of no effect, as the case may be, so however that any such mod1ficat10n or annulment shaU be wllhout preJW1Jl-e to the vallidity of anythmg previously done unaer that rule
