(1) The Secretary of the [Taluk Library Council] shall be the chief executive authority of the [Taluk Library Council]. (2) It shall be the duty of the Secretary of the [Taluk Library Council] to give effect to the resolutions of the said [Council] (3) The Secretary of the [Taluk Library Council] shall exercise such other powers and perform such other duties as are, or may be, conferred or imposed on him by the President or the [Taluk Library Council] (4) Suits by or against the [Taluk Library Council] shall be instituted by or against the Secretary of the [Taluk Library Council] (5) The Joint Secretary shall assist the Secretary arid shall perform such other functions as may be entrusted to him by the Executive Committee.
