(1) The President of a [Taluk Library Council] may preside over the meetings of the [Council] and exercise such powers and perform such duties as may be prescribed. (2) The Vice-President of a [Taluk Library Council] may, in the absence of the President, preside over the meetings of the [council] and exercise such powers and perform such duties of the President as the President may, from time to time, delegate to him. (3) In the absence of both the President and Vice-President any member chosen by the members present from among themselves shall preside over a meeting of the [Taluk Library Council] Substituted by Act 20 of 1998 w.e.f. 22/05/1998.
