Notification of community gathering.—(1) In connection with any community gathering or otherwise, the Government may by notification in the State or any other authority generally or specially authorised by the Government by an order in any area of the State may declare as festival area for a period specified therein and shall make necessary arrangements and restrictions with regard to public health. (2) Any person who contravenes the restrictions imposed as such shall be liable to fine as specified in section 65.
