If, in the opinion of the Government, it is necessary for the preservation of a private forest or private forests, they may, by notification in the Gazette,- (a) prohibit or regulate the doing of any act likely to be detrimental to the preservation of such private forest or private forests; (b) regulate the exercise of customary or prescriptive rights in such private forest or private forests.
