(1) Any reference to the President of a Panchayat contained in any enactment in force in the State or in any notification, order, scheme, rule, form or bye-law made under any such enactment and in force in the State shall where such reference relates to the executive functions of the President be construed as a reference to the Secretary of the Village Panchayat. (2) If any question arises as to whether any such reference relates to the executive functions of the President or not the decision of the Government shall be final.
