(1) An application for registration under Section 20 shall be in the prescribed form and shall be accompanied by a fee of rupee ten (2) All applications under sub-section (1) shall be sent direct to the Registrar who shall place them before the Council for its decision. (3) If the Council directs the registration of the applicant, the Registrar shall enter the name of the applicant in the appropriate register and issue to him a certificate in such form and containing such particulars as may be prescribed by rules.
