(1) No disqualification of or defect in the election or nomination of any person acting as a member of the Council or as President or Vice-president or presiding member of a meeting shall be deemed to invalidate any act or proceeding of the Council in which such person has taken part. (2) No act done by the Council shall be deemed to be invalid on the ground merely of the existence of any vacancy or defect in the constitution of the Council.
