The Municipality shall keep and maintain in a clean condition all wells, ponds and reservoirs which are not in private property and operate it in a manner useful to the public.] Section 420 substituted by Act 14 of 1999, w.e.f. 24-3-1999. Prior to the substitution it read as under: "420. Duty of Municipality in respect of public wells or cess pools.- A Municipality shall maintain in a clean condition all wells, tanks and reservoirs which are not private property, and may fill them in or drain them where it appears necessary to do so."
