(1) The amount of penalty demanded under this Act shall be paid in such manner and within such time as may be specified in the notice of demand; (2) If any default is made in payment according to the notice of demand, the amount outstanding on the date of service of such notice shall be first charge on the properties of the person or persons liable to pay the amount and shall be recoverable as arrears of land revenue.
