In the cases other than that specified in Regulation 12, supply may be given through dedicated feeder at the request of the consumer if he meets the expenditure for construction of the feeder and related works including the necessary modification to the distribution system to be done by the licensee for this purpose, at the rates in the cost data approved by the Commission.
