Service connection to power intensive unit [having a contract demand of more than 50 percentage of the maximum contract demand for the specified voltage level under Regulation 8] shall be granted only through a dedicated feeder and the intending consumer shall meet the expenditure for construction of the feeder and related works including the necessary modification to the distribution system to be done by the licensee for this purpose, at the rates in the cost data approved by the Commission.
