In every dock in which by reason of dock work being carried on by dock workers there is given off any dust or fume or other impurity of such a nature and to such an extent as is likely to be injurious or offensive to the dock workers employed therein or any dust in substantial quantities, effective measures shall be taken to remove the dust, fumes or other impurities which may be present and to prevent any further ingress thereof and the employer shall satisfy himself that the space is free from dust, fumes or other impurities and fit for the dock workers to work therein or shall provide the dock workers working therein with suitable protective equipment.
