In the Kerala Lime Shells(Control) Act, 1957 (18 of 1958).- (1) in sub-section (1) of section 2,- (a) for clause (b), the following clause shall be substituted, namely:- "(b) "Licensing Authority" means the Secretary of the local authority within whose jurisdiction the business of selling, collecting or stocking of lime shell is carried on or proposed to be carried on;"; (b) after clause (c), the following clause shall be inserted namely:- "(cc) "local authority" means a Village Panchayat constituted under section 4 of the Kerala Panchayat Raj Act, 1994 (13 of 1994) or a Municipality constituted under section 4 of the Kerala Municipality Act, 1994 (20 of 1994);"; (2) for sub-section (5) of section 3, the following sub-section shall be substituted, namely:- "(5) Any person aggrieved by an order of the Licensing Authority under sub-section (3) or sub-section (4), may appeal to the village panchayat or municipality as the case may be within such time and in such form, as may be prescribed and the appeal shall be heard by the said authority in such manner as may be prescribed and the decision of that authority shall be final.".
