Bar of jurisdiction of Civil Courts.—No Civil Courts shall have jurisdiction to settle, decide, deal with or to determine any matter which is by or under this Act, or the Scheme, required to be settled, decided or determined or to be dealt with by the Chief executive Officer or any other officers appointed by the Government or the Board under section 11.
