(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order make such provisions not inconsistent with the provisions of this Act as appear to them to be necessary or expedient for the purpose of removing the difficulty: Provided that no such order shall be issued under this section after the expiry of two years from the date of commencement of this Act. (2) Every order issued under this section shall be laid before the Legislative Assembly and the provisions of sub-section (2) of section 52, shall apply in respect of an order made under this Act.
