Appointment.— (a) Appointment to the categories mentioned in column (1) of the Table below shall be made by the method specified in column (2) thereof. TABLE Category Method of appointment (1) (2) 1. Registrar of Co-operative Societies; i. By Promotion of Additional Registrar of Co-operative or ii. If no suitable candidate is available under item (i) above, by promotion of Joint Registrar of Co-operative Societies; or iii. If no suitable candidate is available under items (i) and (ii) above, by transfer from any other service 2. Additional Registrar of Co-operative Societies By promotion of Joint Registrars of Co-operative Societies 3. Joint Registrar of Co-operative Societies By promotion of Deputy Registrars of Co-operative Societies. or If no suitable candidate is available for such promotion by transfer from and other service. 4. Deputy Registrars of Co-operative Societies (including Principals of Co-operative Training Colleges) By promotion of Assistant Registrars of Co-operative Societies. 5. Assistant Registrars of Co-operative Societies including Marketing Officer By direct recruitment or By transfer of senior Inspectors of Co- operative Societies in Kerala Co-operative Subordinate Service 25% of the substantive vacancies shall be filled. or reserved to be filled by direct recruitment. Explanation.— Notwithstanding anything to the contrary contained in rule 5 of the general Rules, temporary vacancies shall not be treated as substantive vacancies for the purpose of this rule. 6. Editor-cum-Press Relation Officer (i) By appointment of qualified Assistant Registrar of Co-operative Societies (ii) In the absence of suitable candidates under item (i) above, by transfer from among the qualified Senior Inspectors in the Co-operative Department. (iii) In the absence of suitable candidate under items (i) and (ii) above, by direct recruitment: (b) Promotions to the posts of Additional Registrar of Co-operative Societies, Joint Registrars of Co-operative Societies and Deputy Registrars of Co-operative Societies including Principals of Co-operative Training Colleges and appointments by transfer to the posts of Assistant Registrars of Co-operative Societies including Marketing Officer shall be made from select lists prepared on the basis of merit and ability. Seniority being considered only where merit and ability are approximately equal. Persons included in a select list shall be ranked in the order of their seniority.
