Power to file complaint before court.—Whenever the Authority is satisfied that any person, institution, company or non-governmental organisation is engaged in bovine breeding activities or engaged in trade or distribution of semen / embryo in contravention of the provisions of this Act or rules made thereunder, the Authority or any officer authorised by the Authority may file a complaint against such person before the Court of Judicial Magistrate of the First Class.
