(i) This scheme may be called the Kerala Autorickshaw Workers' Welfare Fund Scheme, 1991. (ii) It extends to the whole State of Kerala (iii) It applies to all autorickshaws carrying passengers or goods and drivers of the vehicle in a professional capacity for the transportation of goods or passengers. (iv) It shall come into force at once.
