Bar on Jurisdiction of Civil Courts.—No Civil Court shall have jurisdiction to settle, decide or deal with any matter which is by or under this Act or the Scheme 12 required to be settled, decided or dealt with or to be determined by the Government or the Board or the Chief Executive Officer or any officer authorised by the Board.
